Yes, if they feels the need to do so. It's their right as an American to carry a weapon at anytime he or she chooses to do so.

Not without proper training in police procedures and knowing what is lawful and what is not.

Why should anyone cary a fire arm, if your county, village or town sees the need to carry firearms then maybe you should look for a solution to the problem/cause...

This is like asking "Should an EMT carry a concealed weapon"? We have law enforcement offercers for a reason. Let them do their jobs!
